what is wind calm actually?

hello friends,

Which one is correct and except annex 3 and faa rule i have written below - where is this rule written ?

1. annex 3 says that "when a wind speed of less than 2 km/h (1 kt) is reported, it shall be indicated as calm"

2. In practice i know that wind should be less than 5 knots to issue as calm

3. some says 5 knots became 3 knots but no written documents can be shown

4. and faa says "The "calm wind" runway when wind is less than 5 knots" ( if we can we use faa rules in european countries!)

I referred this matter to the MET section at ICAO and I have provided the reply below.

I have had the same experience regarding ICAO standards versus local practice. I am hoping that as more States undergo the ICAO audits and move to safety management systems there would be a more consistent application of the correct ICAO standards.

ICAO reply:

It is very simple. Annex 3, Appendix 3, 4.1.5.2 d) states that:

when a wind speed of less than 2 km/h (1 kt) is reported, it shall be indicated as calm.


This is the international requirement that all States have signed up to. If other practices are in place then the State concerned must file a difference to this standard. Of course, any FAA rules only apply on US territory and even they would have to file a difference if this were to be applied on an international aerodrome.
