Personnel Training and Licensing Panel
Background
Following proposals for amendments (PfAs) proposed by the Competency-Based Training and Assessment Task Force (CBTA-TF), comments from States and international organisations raised additional CBTA and non-CBTA training and licensing matters of concern to States across technical disciplines. To address those matters, ICAO convened a Personnel Training and Licensing Exploratory Meeting (PTL-EM) in 2019. The PTL-EM raised a number of recommendations and considered they would be most effectively progressed in a holistic manner. Furthermore, several papers presented at the 40th Session of the Assembly requested ICAO to address similar issues. The Personnel Training and Licensing Panel (PTLP) has been established to enable the coordinated review and development of personnel training and licensing requirements within and across technical disciplines.
Scope
The PTLP will undertake specific studies and develop ICAO provisions related to aviation personnel training and licensing, including studies to ensure that proposed amendments to the Standards and Recommended Practices (SARPs) reflect current and emerging requirements, improvements in training tools and technologies, new training methodologies while reviewing automation dependency and possible mitigations.
Objectives
In line with the GANP, the Panel will develop concepts, SARPs, PANS and guidance material supporting the concept of Flight and Flow Information for a Collaborative Environment (FF-ICE), System Wide Information Management (SWIM) and Trajectory-based Operations (TBO), taking into account future demands on airspace and airport capacity, and communication, navigation and surveillance (CNS) systems available.
Working Arrangements
As defined in Section 3.4.5.2 of ICAO Doc 7984, Directives for Panels of the Air Navigation Commission, the panel chairperson may establish additional working groups as necessary. The PTLP should coordinate its work with the various groups of experts responsible for other Annexes and disciplines, as appropriate.
Required expertise
The panel is composed of experts involved in the design, development and use of ATM communications and the facilities and systems that support them. Members of the Operational Data Link Specific Working Group (OPDLSWG) also require knowledge and experience of datalink applications ant their procedures as well as the utility they bring to the different ATM functions. Members shall also have a good knowledge of the development and application of Required Communication and Surveillance Performance (RCP/RSP) specifications.
IFATCA PTLP REPRESENTATIVE - AUSRA STRAUME (LATVIA)
Mrs. Ausra Straume works as an air traffic controller for the Latvian Air Navigation Service Provider – SJSC "Latvijas gaisa satiksme", Area control surveillance (ACS). She is currently Chair of the Board of the Latvian Federation of Aviation Trade Unions, after holding for ten years the position of Deputy Chair on that board. Mrs. Straume is an ATC OJT Instructor (“GATE” aviation training) as well as an assessor/examinator. She has held in the past the positions of: Manager of theoretical and practical training (Riga Aeronautical Institute), Director (Latvian Air Traffic Controllers Association), Chair and Deputy Chair of the Board (Latvian Air Traffic Controllers Trade Union).
